MSA Education
BCFSA has prepared transition education to support those currently registered to provide mortgage services under the Mortgage Brokers Act (“MBA”) who wish to continue providing mortgage services after the Mortgage Services Act (“MSA”) comes into force on October 13, 2026.
There are separate mandatory transition education pathways depending on which licence you want to have under the MSA, as noted in the table below. Information about courses, including how to register, will be provided directly to current MBA registrants and applicants as it becomes available.
Completion of MSA transition education is mandatory for all MBA registrants to become licensed under the new MSA when it comes into force. For more information, see the Transition Education Requirements regulatory statement.
Individuals considering a career as a mortgage broker have two options:
- Start your course now – if you complete the current Mortgage Brokerage in BC course, you will also need to complete the MSA transition education; or
- Wait and take the MSA Mortgage Broker Licensing course, which is expected to launch a few months before the MSA comes into force.
Transition Education Requirements
Individuals wishing to be licensed as a Principal Broker
- MSA: Getting Started – an introduction to the new regulatory regime
- MSA: The New Principal Broker (delivered in two parts)
- Part one launches November 12, 2025 and includes three mandatory eLearning modules and an optional virtual classroom series.
- Part two includes two mandatory eLearning modules, and is scheduled to launch in Spring 2026.
MSA: Getting Started
The MSA: Getting Started is the first course in a series of MSA transition education courses. This online course provides a high-level overview of the MSA, including new definitions, the licensing process, licensee obligations, and enforcement processes.
MSA: Getting Started is mandatory for all current MBA registrants to become licensed under the new MSA. It is a pre-requisite to taking the mortgage broker or principal broker transition education courses.
MSA: Getting Started launched on September 9, 2025. Those registered to provide mortgage services under the current MBA received an email from UBC with the course registration link.- Course fee: $25
- Time to complete: Approximately 30 minutes
MSA: The New Principal Broker
The two-part MSA: The New Principal Broker course is designed for current Designated Individuals who will continue to oversee their brokerage as a Principal Broker after the MSA comes into force, or for currently registered submortgage brokers who have been identified by the brokerage as the proposed principal broker under the MSA. Any submortgage brokers who plan to become licensed as a principal broker will, in addition to transition education, be required to meet suitability requirements for licensing at this level.
Completion of MSA: The New Principal Broker is mandatory for continued licensing as a Principal Broker after October 13, 2026.
Part one is a blended course that launches on November 12, 2025, and consists of three mdndatory eLearning modules and a virtual classroom series. The eLearning moduels cover:
- Licence levels and mortgage services;
- Mortgage brokerage structures, requirements, and responsibilities, and;
- Principal broker requirements and responsibilities.
The virtual classroom series will consist of three unique sessions, scheduled to be held in January 2026.
Attendance at the virtual classroom series is optional; however, if you wish to attend, you must complete the three eLearning modules by early January 2026.
Part two consists of two mandatory eLearning modules, launching in Spring 2026, covering the following topics:
- Duties to clients; and
- Discipline and enforcement.
Course fees:
- Part One: $100
- Part Two: $50
How to complete
- Part One: On November 12, 2025, current designated individuals (and other eligible learners) will receive an email from UBC Sauder School of Business with information on how to register and complete the eLearning modules. After you complete the modules, you will receive an email from BCFSA with session information, including Zoom links, for the three unique virtual sessions. Please note, you must complete the eLearning by early January 2026 to attend the virtual classroom sessions.
- Part Two: The final modules in this course will launch in Spring 2026. More information about the modules and how to complete them will be provided closer to the launch of part two of the course.
MSA: The New Mortgage Broker
The MSA: The New Mortgage Broker course is designed for current MBA registrants wishing to become licensed under the MSA.
Completion of this course is mandatory for mortgage brokers to continue to provide mortgage broker services after the MSA comes into force on October 13, 2026.
The MSA: The New Mortgage Broker course is expected to launch approximately five months prior to the MSA coming into force. This course will be facilitated online, with five online modules focused on:
- The licensing framework and processes under the MSA;
- Relationships with clients;
- Discipline and enforcement;
- Administration of the brokerage; and
- Principal Broker responsibilities.
Course fee: $150 - More information about this course, including how to register, and timing for the course opening, will be communicated with current MBA registrants closer to the course launching.
MSA Education FAQs

Education requirements will differ depending on the type of licence you wish to apply for. All current registrants wishing to become licensed under the MSA will be required to complete two mandatory education courses.

The total cost of all MSA transition education courses developed to prepare mortgage brokers for the MSA is $175.
The following course fees have been established for each of the MSA transition education courses:
- MSA: Getting Started: $25
- MSA: The New Principal Broker
- Part One: $100
- Part Two: $50
- MSA: The New Mortgage Broker: $150
MSA transition education courses will be released at different times.
The MSA: Getting Started course launched on September 9, 2025.
The MSA: The New Principal Broker – Part One course launches on November 12, 2025, and consists of three eLearning modules and a virtual classroom series of three unique sessions to be held in January 2026.
MSA: The New Principal Broker – Part Two and the MSA: The New Mortgage Broker will launch in spring 2026, approximately five months prior to the MSA coming into force.
All MSA transition education courses will be delivered via online learning and can be completed at the learner’s own pace, but must be completed before the MSA comes into force on October 13, 2026.
However, learners are encouraged to complete transition education courses as soon as possible to benefit from the concepts and information to support their transition journey.
All MSA transition education courses will be offered through online learning facilitated by UBC Sauder School of Business. However, as part of the MSA: The New Principal Broker – Part One course, BCFSA will also host an optional virtual classroom series.
If you have not completed your required education, your registration will not be transitioned to a licence when the MSA comes into force on October 13, 2026, and you will not be able to provide any mortgage services until you become licensed.
All current MBA registrants are required to have completed the necessary MSA transition education courses applicable to their licence type to qualify for licensing under the MSA. For more information, see the Transition Education Requirements regulatory statement.
If you miss the opportunity to take the transition education before October 13, 2026, there is no need to worry. BCFSA will continue to make transition education available after the MSA comes into force for individuals who may have missed taking it earlier or for those who have been on leave. However, you won’t be able to provide mortgage services until you have successfully completed the required education.

Yes. All current MBA registrants must complete the MSA: Getting Started course to be licensed under the MSA.
Additionally, the MSA: Getting Started course is a pre-requisite to taking any of the other required MSA transition education courses (i.e., MSA: The New Principal Broker course, MSA: The New Mortgage Broker course).
MSA: Getting Started is expected to take learners approximately 30 minutes to complete and is offered via online learning. It can be completed at the learner’s own pace but must be completed before the MSA comes into force on October 13, 2026.
Yes, the fee for the MSA: Getting Started course is $25.
MSA: Getting Started is an online module and will be delivered through UBC Sauder School of Business, similar to how the online modules for Legal Update are completed.

The MSA: Getting Started course will help learners understand the major changes created by the MSA. By the end of the course, learners will be able to:
- Describe the new licensing levels and mortgage services definitions;
- Understand the qualification process for individual licensees;
- Identify key obligations set out in the MSA; and
- Describe the MSA’s enforcement mechanisms and its sanctions.
MSA: The New Principal Broker FAQs
Yes, completion of the MSA: The New Principal Broker course is mandatory. The course will be delivered in two parts. Part one consists of three mandatory eLearning modules and an optional virtual classroom series, and part two consists of two mandatory eLearning modules.
Completion of the eLearning modules in parts one and two is mandatory for anyone wishing to become licensed as the principal broker when the MSA comes into force, while the virtual classroom series is optional, and participation is at the learner’s discretion.
The three mandatory eLearning modules in the MSA: The New Principal Broker – Part One are expected to take approximately three hours to complete, and can be one at your own pace.
The optional virtual classroom series will be delivered in three separate virtual sessions. Each session will be between 1 and 1.5 hours. These sessions will be held in January 2026.
Further information about how long MSA: The New Principal Broker – Part Two will take to complete will be provided closer to the launch date.
Yes, the fee for part one of the course (which consists of the three mandatory eLearning modules and the optional virtual classroom series) is $100. The fee for part two is $50.
MSA: The New Principal Broker – Part One is delivered via three eLearning modules delivered through UBC Sauder School of Business.
BCFSA will also host a virtual classroom series, consisting of three unique sessions held via Zoom as part of the MSA: The New Principal Broker – Part One. After you complete the three mandatory eLearning modules in MSA: The New Principal Broker – Part One, you will receive an email from BCFSA with session information, including Zoom links, for the three sessions. Note, you must complete the eLearning modules by early January 2026 to attend the virtual classroom series.
The sessions will be recorded and made available via UBC’s eLearning platform for those who do not complete part one in time to attend the virtual sessions
The optional virtual classroom series offered as part of the MSA: The New Principal Broker – Part One are intended to provide an alternative learning environment for prospective principal brokers to further support them as they prepare for the MSA.
Attending the sessions will provide a more in-depth look at the impacts of the MSA, including regulatory guidance and consideration of what certain sections of the Rules, Regulation and Act require.
No, the virtual classroom series is optional. Depending on the topic, you could decide to attend all sessions, or only one, or two, but not all three. Or you may decide you don’t want to attend any of the sessions, it’s flexible and up to you. Attendance is not a requirement for licensing under the MSA.
However, the information covered in these sessions is intended to further support principal brokers as they prepare for the MSA, and attendance will be beneficial.
The sessions will be recorded and made available via UBC’s eLearning platform if learners change their mind and wish to watch them at a later time.
Yes. The sessions will be recorded and made available via UBC’s eLearning platform for those who do not complete the eLearning modules in time to attend the virtual sessions.
The virtual classrooms will consist of three unique sessions covering the following topics:
- Choosing licence levels and service categories;
- Brokerage structures, including personal mortgage corporations and teams
- Principal broker and brokerage responsibilities.
FAQs for current mortgage broker students, or prospective mortgage brokers
The MSA will come into force on October 13, 2026. If you would like to provide mortgage services before this time, you should complete the Mortgage Brokerage in BC course and apply for registration under the current Mortgage Brokers Act (“MBA”). Once registered, the transition education requirements would apply and you would be required to complete the additional courses to be licensed under the MSA.
If you would like to wait for updated licensing education, a new Mortgage Broker Licensing course for prospective mortgage brokers is expected to launch in the summer of 2026.
You should complete your Mortgage Brokerage in BC course and examination and, when you are ready, apply for your mortgage broker registration under the MBA. You will then receive further information about taking the MSA transition education courses.
No. Current Mortgage Brokerage in BC course students are required to complete the necessary MSA transition education courses in order to receive licensing when the MSA comes into force. If you do not complete the required education prior to October 13, 2026, your licence will not be transitioned to a licence under the MSA, and you cannot continue to provide mortgage services until you complete the required education, and your licence has been reinstated.
